"왜 전세버스에서 교통사고가 급격하게 증가하는 것인가? 전세버스 업체의 영세성과 그로 인한 노동조건 악화가 근본적인 원인이라고 볼 수 있다. 전세버스는 1993년도에 면허제에서 등록제로 전환되어 업체끼리의 경쟁이 격화되면서 점차 영세화 및 부실화되었다. 이러한 상황에서 노동조건은 계속 악화하면서 장시간·저임금 근로조건이 만연해졌고 사고율을 높이게 된 것이다. 전세버스 노동자들의 증언에 따르면 한 달 내내 거의 쉬지도 못하고 매일 15시간(대기시간 포함) 정도 일을 해야 할 때가 부지기수라고 한다. 1년 단위로 계약을 하는 비정규직이고 노동조합도 없어서 부당하더라도 사측이 하라는 대로 할 수밖에 없다. 결국 구조적으로 과로에 인한 졸음 운전이 만연되면서 여차하면 사고로 이어지는 것이다."
